From Hormuz to data centers: How Iran’s threats are raising stakes of renewed war
Iranian officials are increasingly presenting renewed confrontation with the United States and Israel as a serious conflict that could have consequences far beyond Iran's borders. Mohsen Rezaei, secretary of Iran's Supreme National Security Council, has warned that Iran has a broader target list for another round of fighting, potentially including Gulf energy infrastructure and artificial intelligence facilities. Parliament Speaker Mohammad Bagher Ghalibaf has highlighted the economic and military costs Washington will be bearing if war resumes. These statements are part of an effort to use Iran's vulnerability to another round attack as leverage, but also present a strategic gamble to convince its adversaries that escalation would be prohibitively expensive without provoking confrontation.

Israel imposes closures across West Bank city after attacks
Israel imposed closures across the West Bank city of Hebron following attacks, forcing residents to evacuate their homes and all entrances and roads into the city. All gates leading in and out of the city were impassable by car, according to Basma Radio. The closures have become increasingly common in the West, disrupting Palestinians' ability to travel to work, attend school, and move between villages. Israel’s army did not respond to questions about the evacuations. It stated that in response to the killing of two soldiers and wounding of others, its forces had begun “detailed and thorough searches” in the area of Hebon.

Tech tycoons must not be allowed to ‘let rip’ with AI, minister warns
UK AI minister Kanishka Narayan has warned that the UK has a role to play in developing and harnessing the rapidly developing technology, without allowing industry tycoons to freely use it. The Chancellor has promised a "distinctively British" approach to the technology, including a new "biosecurity lab" funded by up to £200 million from OpenAI and Anthropic and £100 million from Government. The lab will use AI to protect against potential pandemics as part of a package of investment. An additional £120 million investment will go towards Britain’s AI Security Institute to develop standards against the risks of the technology. Critics have called for a slowdown in AI development amid warnings that the technology could wipe out humanity within a decade without controls in place.

Inflation, earnings reports and the mood of consumers and the Federal Reserve fill out a busy week
The busy week includes inflation, corporate earnings reports, and the mood of consumers and the Federal Reserve as they struggle to contain rising inflation and a global oil shortage brought on by the U.S. war with Iran. Consumer confidence plunged in September to the lowest level in over a decade and is expected to continue weakening in October. The Federal Reserve is expected not to maintain its benchmark interest rate at its next meeting, but may continue raising rates to help tame rising costs. Higher interest rates could dampen inflation, but could also hinder job growth. The Department of Commerce is set to release its initial report on economic growth during the third quarter, which economists expect to be sluggish due to higher oil prices. The inflation update is expected for September, with inflation predicted at a 3.7% rate, up from August.

The Interior Minister, Laurent Nunez, warned that calls for violence and looting were circulating on social media. The protests have come at a critical moment for France six months ahead of elections.

Amendments to the Food Safety Law: Many concerns remain regarding feasibility.
The draft Law on Food Safety (amended) has been reviewed by the National Assembly, raising concerns about the feasibility of the law. The revision adds obligations for businesses when conducting business through e-commerce. Food businesses must upload information on their product standard declaration registration certificate or declaration dossier, and the certificate of advertising content approved by the competent authority for product groups requiring advertising content confirmation, on their platforms and social media accounts. The owner of an online food delivery platform must establish a channel to receive feedback from online delivery drivers and consumers regarding food safety issues and remove information related to products when food poisoning occurs or products are found to be unsafe. The draft regulations also include responsibility for the entity registering the product declaration or product standard declarations, aiming to assign responsibility to a specific entity for the product for which the product is registered. Concerns were raised about excessive reliance on detailed regulations, unclear funding sources and allocation plans for the data system investment, insufficient assessment of local management and implementation resources, and a lack of a specific effective date.

Swell Network Hot Keys Compromised as Attacker Manipulates Token Exchange Rates
An unknown attacker gained control of liquid staking protocol Swell's operational hot keys on Oct. 21, manipulating oracle feeds to artificially inflate token exchange rates without backing assets. The compromised oracle bot increased swETH and rswETH exchange rates by 1% per hour, adding over 580 unbacked ETH to reported balances. The attacker also redirected future EigenLayer rewards across 40 rsweth Staker Proxy contracts to a designated hub wallet and moved $392,891 from a HyperEVM liquidity vault into a sub-account using a compromised strategist key. Despite the breach of operational keys, the core protocol deposits have not been siphoned. Approximately 2,513 ETH in protocol contracts remains protected by a seven-day timelock that has no queued malicious upgrades.
